Grassroots Voices and Disability Rights in Pastoralist Regions of Kenya

For decades, persons with disabilities in pastoralist and marginalised regions of Kenya have remained largely invisible in governance, development planning, and public discourse. Structural exclusion, limited access to information, and weak representation have contributed to persistent inequality. Grassroots Disability Agenda (GDA) was formed to change this reality by placing persons with disabilities at the centre of decision-making processes that affect their lives.

GDA is an Organisation of Persons with Disabilities (OPD) committed to ensuring that disability-led voices from the grassroots shape policies, influence institutions, and drive inclusive development across Kenya. The organisation works particularly within pastoralist regions where geographical isolation, limited infrastructure, and historical neglect have compounded barriers to participation.

Central to GDA’s work is the belief that voice is power. Through rights awareness and civic education, the organisation equips persons with disabilities with knowledge about their constitutional and human rights, and the importance of participating in governance spaces. GDA’s advocacy is anchored in key legal and policy frameworks, including the Constitution of Kenya (2010), the Persons with Disabilities Act, and international human rights instruments such as the Universal Declaration of Human Rights.

Between July and December 2025, GDA strengthened grassroots representation by securing participation of persons with disabilities in County Steering Group (CSG) meetings, enabling direct engagement with county leadership and humanitarian actors. The organisation also facilitated national-level engagements bringing together persons with disabilities from Nairobi, Machakos, and Kiambu to collectively shape a shared disability agenda.

By grounding advocacy in lived experiences and legal frameworks, GDA continues to demonstrate that inclusion is not an act of goodwill but a constitutional obligation. Elevating grassroots voices is a critical step toward equitable governance and sustainable development.
