STRATEGIC PLAN AND SUSTAINABILITY STRATEGY DEVELOPMENT CONSULTANCY
1.0 BACKGROUND
The Grassroots Disability Agenda (GDA) is a rights-based organisation of persons with disabilities working to advance the inclusion, participation, and realisation of the rights of persons with disabilities at grassroots, national, and policy levels. GDA strengthens civic space for persons with disabilities by amplifying the voices and leadership of grassroots disability champions. For more information, please visit www.grassrootsdisability.org
As the organisation evolves, GDA seeks to develop a new Strategic Plan that will clearly define its strategic direction, sharpen its thematic focus areas and strengthen its results and impact framework.
GDA also recognises the need to strengthen its financial sustainability by developing a Sustainability Strategy, including a resource mobilisation framework, to diversify funding sources, strengthen donor engagement, and align resources with strategic priorities.
GDA therefore seeks to engage a qualified consultant or consulting firm to support the development of:
- A Strategic Plan
- A Sustainability (Resource Mobilisation) Strategy aligned to the Strategic Plan.
2.0 OVERALL OBJECTIVE
To support Grassroots Disability Agenda (GDA) to develop a clear, measurable, and forward-looking Strategic Plan, alongside a practical Sustainability and Resource Mobilisation Strategy, that together strengthen organisational impact, resilience, and long-term viability.
3.0SPECIFIC OBJECTIVES
(a) Strategic Plan Development
- Define GDA’s strategic vision, mission, and priorities for the next strategic
period. - Clarify and rationalise GDA’s thematic focus areas.
- Articulate GDA’s theory of change and strategic outcomes.
- Develop a results and impact framework
- Identify strategic risks, assumptions, and mitigation measures.
- Align strategy with GDA’s values, governance framework, and operating context.
(b) Sustainability / Resource Mobilisation Strategy
- Assess GDA’s current funding model, partnerships, and financial sustainability.
- Identify and prioritise diversified funding opportunities
- Define a resource mobilisation framework aligned to GDA’s strategic priorities and thematic areas.
- Identify systems and processes gaps to be addressed to support fundraising, donor engagement, and accountability.
- Provide an implementation roadmap with roles, timelines, and targets.
4.0 SCOPE OF WORK
The consultant will be expected to undertake, at a minimum, the following tasks:
A. Strategic Plan Development
- Conduct a desk review of relevant organisational documents, policies, programmes, and evaluations.
- Facilitate consultative engagements with key stakeholders, including the Board, management, staff, and selected partners.
- Analyse GDA’s internal and external environment (e.g. institutional capacity, operating context, opportunities and risks)
- Develop:
- o Strategic goals and objectives
o Clear thematic pillars
o Expected outcomes and indicators
o A monitoring, evaluation, and learning (MEL) framework - Draft and finalise the Strategic Plan.
B. Sustainability / Resource Mobilisation Strategy
- Review existing fundraising approaches, systems, and capacities.
- Map potential funding sources aligned to GDA’s mission and strategy
- Develop a resource mobilisation strategy, including:
o Funding priorities
o Target donor segments – a donor mapping matrix will be an output
o Partnership approaches
o Internal systems and capacity needs - Produce a practical implementation and tracking framework.
5.0 EXPECTED DELIVERABLES
The consultant is expected to deliver:
- 1. Inception Report
o Methodology, workplan, and stakeholder engagement approach.
2. Draft Strategic Plan
o Including strategic framework, relevant thematic areas moving forward, results framework, and implementation roadmap.
3. Final Strategic Plan
o Incorporating feedback from GDA leadership and stakeholders.
4. Sustainability / Resource Mobilisation Strategy
o Including funding analysis, diversification approach, targets, and systems strengthening actions.
5. Presentation to the Board and Management
o Summarising key strategic directions and sustainability priorities.
6.0 DURATION AND TIMELINES
The assignment is expected to take 6 weeks from contract signing.
7.0 CONSULTANT QUALIFICATIONS AND EXPERIENCE
The consultant or firm should demonstrate:
- Proven experience in strategic planning for disability organizations, civil society or rights-based organisations.
- Demonstrable experience in resource mobilisation or sustainability strategy development.
- Strong understanding of disability inclusion, human rights, or social justice programming.
- Excellent facilitation, analytical, and writing skills
- Familiarity with results-based management and impact measurement.
8.0 HOW TO APPLY
